Saudi Arabia is leveraging artificial intelligence (AI) to support its 2030 vision on a scale few countries can match. What began in 2019 with the establishment of the Saudi Data & AI Authority (SDAIA) has grown into a whole-of-government programme: in early 2026, the Saudi Cabinet — chaired by Crown Prince Mohammed bin Salman, who also chairs SDAIA — designated 2026 the Kingdom’s Year of Artificial Intelligence. Reporting around the designation put the funding secured by AI companies operating in the Kingdom at roughly $9.1 billion.
Building a data- and AI-driven economy takes more than ambition. It requires enabling infrastructure, a clear national strategy, a regulatory framework that businesses can trust, and the talent to put all of it to work. Under Vision 2030, Saudi Arabia has been assembling every one of those pieces — and since 2025 the pace has accelerated dramatically. This article looks at where the Kingdom’s AI programme stands today, and what it means for enterprises operating in Saudi Arabia.
When the vision becomes a multi-entity transformation programme, what a Saudi rollout has to sequence depends on the statutory clock as well as the technology roadmap.
Saudi Arabia setting the pace in the global AI race
A widely cited PwC analysis estimates that AI could contribute around $320 billion to the Middle East economy by 2030, with Saudi Arabia accounting for the largest absolute share — an estimated $135.2 billion, or about 12.4% of the Kingdom’s 2030 GDP. It is worth being precise here: this is a PwC estimate, not an official government target. The official goalposts come from the National Strategy for Data & AI (NSDAI), whose announced 2030 targets include attracting some $20 billion in local and foreign investment, supporting 300+ active AI and data startups, training 20,000 data and AI specialists, and placing the Kingdom among the top 15 countries globally in AI.
Progress against those announced targets is measurable. Saudi Arabia ranked 14th in the Tortoise Global AI Index (September 2024 edition) — first in the Arab world — and topped the index’s government-strategy pillar. In 2026, the Public Sector AI Adoption Index published by Public First for the Center for Data Innovation (a Google-sponsored study) ranked Saudi Arabia first globally in public-sector AI adoption. And at LEAP 2025 in Riyadh, AI-related investment announcements totalled roughly $14.9 billion — announced commitments, with delivery playing out over the coming years.
HUMAIN and the Kingdom’s AI infrastructure build-out
The most significant development since this article was first published is HUMAIN, the full-stack AI company launched by the Public Investment Fund (PIF) in May 2025. Chaired by the Crown Prince and led by CEO Tareq Amin, HUMAIN spans AI data centers, cloud infrastructure, Arabic foundation models, and AI applications. Its stated ambitions — 1.9GW of data-center capacity by 2030 and a place among the world’s largest AI compute providers — are company goals rather than achievements, but the partnerships behind them are concrete and verifiable:
- NVIDIA (May 2025): a partnership to build “AI factories” of up to 500MW over five years, with a first phase of an 18,000-GPU NVIDIA GB300 Grace Blackwell AI supercomputer. In November 2025, at the US–Saudi Investment Forum in Washington, the partnership was expanded to a ceiling of up to 600,000 GPUs over three years — and the US Commerce Department authorized the first exports of advanced Blackwell-class chips to HUMAIN, reported at up to roughly 35,000 units under security conditions. Partnership ceilings, licensed volumes, and deployed hardware are three different numbers — but the direction of travel is unmistakable.
- AMD (May 2025): up to $10 billion for 500MW of AI compute capacity over five years.
- AWS (May 2025): a dedicated “AI Zone” in Saudi Arabia backed by more than $5 billion — separate from the AWS infrastructure Region for Saudi Arabia announced in 2024 with a commitment of over $5.3 billion.
- Arabic AI at consumer scale: HUMAIN Chat launched in August 2025, powered by the ALLaM 34B Arabic large language model — a model that originated in SDAIA’s national AI effort and is now commercialized through HUMAIN, serving classical Arabic alongside regional dialects.
The build-out extends beyond HUMAIN. NEOM and DataVolt have signed a roughly $5 billion first phase of a net-zero AI data center campus at Oxagon, starting at 300MW and targeting 1.5GW, expected to become operational around 2028. In Dammam, Groq and Aramco Digital operate what has been billed as EMEA’s largest AI compute hub, initially running around 19,000 Groq LPUs, with a $1.5 billion Saudi expansion commitment announced in early 2025. Together these projects are turning the Kingdom into a serious center of gravity for AI compute.
Governance first: SDAIA, PDPL and responsible AI
Infrastructure is only half the story. SDAIA remains the Kingdom’s data and AI regulator and policy authority — HUMAIN is the commercial champion, not a replacement. SDAIA leads the NSDAI, issues the Kingdom’s AI Ethics Principles and Generative AI Guidelines, and publishes the AI Adoption Framework that increasingly functions as a baseline for public-sector AI projects.
Most consequentially for businesses, the Personal Data Protection Law (PDPL) is now fully enforceable. The compliance grace period ended in September 2024, and SDAIA’s enforcement committees have since issued dozens of violation decisions covering unlawful processing, unauthorized disclosure, and unconsented marketing. Any organization deploying AI on customer or citizen data in Saudi Arabia must treat PDPL compliance as a design constraint, not an afterthought. A draft Global AI Hub Law — which would allow “data embassies” hosting foreign data under guest-country law — was published by the Communications, Space & Technology Commission (CST) for public consultation in April 2025; watch that space rather than build on it.
Healthcare: a new era of AI-powered care
Saudi healthcare remains one of the most visible AI adoption stories. Institutions such as King Faisal Specialist Hospital have been early movers, applying AI to support earlier and more accurate diagnosis, optimize patient flow, and reduce waiting times. Predictive analytics help hospitals anticipate admissions and allocate medical resources, while AI-assisted tools streamline administrative work so clinicians spend more time with patients. For healthcare providers across the Kingdom, the combination of national AI infrastructure and a clear regulatory framework is lowering the barrier to moving from pilots to production.
AI: a catalyst for education transformation
Education is a named priority sector of the NSDAI, and the Kingdom is investing at both ends of the pipeline. At the research end, King Abdullah University of Science and Technology (KAUST) operates the Shaheen III supercomputer — among the most powerful in the region — driving advances in Arabic language processing and applied AI research. At the skills end, SDAIA’s capability programmes have reached significant scale: its SAMAI initiative and related training efforts report more than 1.5 million training beneficiaries and over 14,000 data and AI specialists developed, alongside hundreds of government leaders trained in AI. Startup hubs such as The Garage in Riyadh round out the ecosystem, giving AI entrepreneurs a base inside the Kingdom.
An AI-powered energy future for Saudi Arabia
In energy, AI is helping the Kingdom run existing assets more efficiently while it diversifies into renewables. Machine-learning models forecast supply and demand patterns to optimize distribution, while predictive-maintenance systems anticipate equipment failures before they happen — reducing downtime, extending asset life, and cutting cost across energy infrastructure. The Aramco Digital and Groq inference capacity in Dammam is a signal of intent: the energy sector is not just a consumer of AI in Saudi Arabia, it is becoming a host of the compute itself.
Transforming government services in Saudi Arabia
Government has been the Kingdom’s fastest-moving AI adopter. SDAIA’s National Data Bank connects more than 200 government systems and underpins Estishraf, the national insights and analytics platform used for data-driven planning — reported to have supported over 85 government entities in 2023, with an estimated value in the tens of billions of riyals. That first-place ranking in public-sector AI adoption did not happen by accident: it reflects years of consolidating government data, standardizing platforms, and building AI on top.
What the national AI push means for enterprises in Saudi Arabia
For private-sector and public-sector organizations alike, the national programme changes the enterprise calculus in three ways.
- Sovereign-grade cloud for regulated workloads is here. Since January 2025, SAP Business Technology Platform has been available on Google Cloud in Saudi Arabia for government organizations and critical national infrastructure entities, as defined under the NCA’s cloud cybersecurity controls — with local data residency. In October 2025, SAP announced that Saudi Arabia became the first country in the world to host the complete SAP Business Network for the public sector with full data sovereignty. For eligible government and critical-national-infrastructure customers, this removes a major data-residency blocker for SAP-centric enterprises in the Kingdom.
- Compliance is now enforced, not aspirational. With PDPL enforcement active, enterprise AI initiatives need governed data foundations, clear consent and processing bases, and auditable AI decision-making from day one.
- The gap between leaders and laggards is widening. With compute, models, and regulation converging inside the Kingdom, the practical question for most enterprises is no longer whether to adopt AI but where it pays back first — typically in finance, supply chain, procurement, and customer operations, where AI embedded in core ERP processes compounds fastest.
